Ilan Cooper has over 18 years' experience working in international development overseeing program management, new business development, and new donor engagement. He has served in a variety of roles including managing a program portfolio of over $100 million, serving in field roles as Acting Chief of Party and Deputy Chief of Party, overseeing a pipeline of more than $1 billion/year, and fostering new business relationships with a raft of new donors including the GAC, GIZ, FCDO, and corporate clients. Most recently, Mr. Cooper has overseen business development for DT Global bringing in over $400 million in new wins over the past three years. While there, he supervised the full BD life cycle from strategy and pre-positioning, to capture, proposal, submission, and award negotiations. Mr. Cooper has several publications on transitional justice, conflict, and security and has Master's degrees, with distinction, from the University of Chicago and Georgetown and a BA, with honors, from King's College London.
